    NEVILLE J. The question to be determined in the present case can be reduced to very narrow limits although the underlying principles are no doubt of great importance. In the first place, a general question of jurisdiction has been argued: whether the Legislature has substituted the Board of Education for the Courts of law with regard to these matters. That, no doubt, is a question of extreme importance. But I do not think it really arises here, because I think the argument of the plaintiffs breaks down in its inception. It appears to me that there is no question here
